– Extract the archive (285.51 MB) with winrar or 7zip and copy .cpk to:
Steam\Steamapps\Common\Pro Evolution Soccer 2017\download\
– Select DLC in DpFileList Generator
– Add .cpk as last checked, generate new DpFileList.
